BACKGROUND OF DAVID HOOVER

The primary investigator/protective agent for Independent Investigations, LLC, David C. Hoover, has Federal, State, and local level law enforcement experience as a Patrol Officer, Gang Unit Officer, Intelligence Officer, Crime Scene Technician, SWAT Team Member, Sniper, Protective Agent, and Narcotics Detective. He was also employed as a Private Investigator for an investigative agency in the Chicago area prior to founding Independent Investigations, LLC. Mr. Hoover has also worked as an investigator in the Special Investigations Unit of a large insurance company, as well as loss prevention for a large retail chain. He graduated Cum Laude with a B.S. from Illinois State University with a major in Criminal Justice Sciences, and minors in Psychology and Sociology. He was a member of the Criminal Justice honor society, the Psychology honor society, Golden Key Honor Society, and Red Tassel/Mortar Board. Mr. Hoover is a certified Electronic Crime Scene Specialist, certified in Cell Phone Technology and Forensic Data Recovery, and a certified gang specialist. He is also Electronic Criminal Surveillance Officer I certified by the Illinois State Police, a certified S.W.A.T. Operator, and a certified Sniper. He is certified in Adult, Child, and Infant CPR, Emergency Basic First Aid, Bloodborne Pathogens, and Cognitive Automated External Defibrillator Training (AED). Mr. Hoover is a current member in good standing of the National Association of Investigative Specialists (NAIS), National Council of Investigation and Security Services and ASIS International (formerly the American Society for Industrial Security). He is also the Law Enforcement Liaison for the central Illinois chapter of ASIS. He holds ranks in six different martial arts, along with studying many others. He has vast experience in planning and conducting undercover operations. He has been assigned to the protective details of visiting heads of state and other dignitaries, including the Secretary General of NATO, the President of Poland, and the Royal Crowned Prince of Holland. This was while he was employed by the Diplomatic Security Service, under the United States Department of State.
